Village Meeting Minutes – May through September, 2016

The main topics of conversation throughout the Village during the summer months concerned the North Sea Road plan to increase commercial uses along that corridor, disputes over beach access and parking at the end of Meadow Lane, the purchase of the Town’s Land Preservation Fund of the Pyrrhus Concer site on Pond Lane, and progress on a study of residential zoning in the Village.

Study on Rezoning of North Sea Road by Gibbs Planning Group

Southampton Village Trustees Approve Changes to Zoning Code

Thursday, August 13 the Southampton Village Trustees approved changes to the zoning code which will limit the height and placement of houses in the FEMA flood zone. This is another zoning win for our Village. Southampton Association board member Bruce Bockmann identified the problem more than 18 months ago and has led the fight to change the procedures in our village.

Previously, Southampton Village had simply added the full FEMA required elevation which could be as much as 17 feet (plus 2 feet

Village Meeting Minutes – May and June 2015 and Association’s 6 point Zoning Plan

At the May 14th meeting of the village trustees, Jay Diesing presented the Southampton Association’s six point plan for zoning reform. The basics of the proposal are as follows (Full description attached):

  1. Reduce the height of houses in the smaller zones
  2. Reduce Maximum Lot Coverage
  3. Reduce Gross Floor Area of the Primary Structure
  4. Adjust pyramid regulation to start at natural grade
  5. Clarify and standardize parking requirements
  6. Require a Certificate of Completion attesting to compliance

Many Village residents are concerned about the impact these oversized houses are having on our community – which include changing the ambiance of our neighborhoods, forcing out local residents, and creating unsafe street parking, among other issues. By the June 11th meeting, specific

Southampton Association Accomplishments 2014-2015

Created a “6 Point Plan” to scale back oversized houses which are destroying our neighborhoods.

Initiated Moratorium and code changes which will limit the height of houses in the FEMA flood zone.

 – Initiated analysis of Building Department procedures to ensure our code is being enforced.

 – Provided independent review of parking regulations and gave recommendations to reduce on-street parking.

 – Actively organized opposition

Analysis Prepared for Southampton Association: Regulations on House Size and Mass in Southampton Village

Given the concern we have regarding density, McMansions on small lots and over-development, the Association recently commissioned a study of zoning codes on the East End (see below).  In the report, Lisa Liquori (a former Planning Consultant to the Town of East Hampton) clearly lays out how Southampton Village’s zoning code is significantly more generous in each of the 5 main zoning categories than our neighboring towns and Villages.

Village Meeting Minutes – November and December, 2013

At the November and December Trustees meetings, the main topics of conversation were discussions regarding the redevelopment of the Village Latch, the establishment of a dog park at Lola Prentice Park and the possible rezoning of North Sea Road to permit additional retail uses.  In addition, the Southampton Village Volunteer Ambulance Corp. reiterated their need for a renovated or new facility and the Southampton Association offered to work with the Village to update parking requirements in the

Village Meeting Minutes – March and April 2013

At the March and April Board of Trustees meetings, the main topics of conversation were presentation on the state of our beaches by First Coastal Corporation and the unveiling of the architectural plans for the Southampton Center for the Arts (former Parrish Site).  In addition, the design guidelines for the business district were adopted (after the Southampton Association raised concerns over parking and control of the Hotel/Motel use), the Village budget was passed and Association Board member
