Southampton Village Trustees Approve Changes to Zoning Code

Thursday, August 13 the Southampton Village Trustees approved changes to the zoning code which will limit the height and placement of houses in the FEMA flood zone. This is another zoning win for our Village. Southampton Association board member Bruce Bockmann identified the problem more than 18 months ago and has led the fight to change the procedures in our village.

Village Meeting Minutes – May and June 2015 and Association’s 6 point Zoning Plan

At the May 14th meeting of the village trustees, Jay Diesing presented the Southampton Association’s six point plan for zoning reform. The basics of the proposal are as follows (Full description attached):

  1. Reduce the height of houses in the smaller zones
  2. Reduce Maximum Lot Coverage
  3. Reduce Gross Floor Area of the Primary Structure
  4. Adjust pyramid regulation to start at natural grade
  5. Clarify and standardize parking requirements
  6. Require a Certificate of Completion attesting to compliance

Many Village residents are concerned about the impact these oversized houses are having on our community – which include changing the ambiance of our neighborhoods, forcing out local residents, and creating unsafe street parking, among other issues. By the June 11th meeting, specific

Important Village Meetings in August – see dates

A special public hearing with the Planning Commission will be held on August 12th to discuss the plans for a sewer district.  This project will have significant environmental and tax implications for our village, so please try and attend. The critical upcoming Village meetings currently scheduled are: August 10 – 7:00pm ARB – A project in the Herrick Road Historic District (major addition and exterior changes to existing historic house) and tear downs on Old Town Crossing, Wooley Street and Corrigan Street will be discussed. August 12 – 5:00pm Special Public Hearing – Plans for a sewer district in the Village business center (and possibly neighboring areas) will be reviewed.  Tax levies will be discussed. August 13 – 6:00pm Village Trustees – Discussion of FEMA code changes and village-wide review of GFA, lot coverage and parking issues. Village Meeting Minutes – March and April 2015

At the March 12th meeting of the village trustees, the Southampton Association sponsored a presentation by planner Lisa Liquori regarding parking regulations in residential areas. The building of larger homes is driving up the need for increased residential parking. Many homes on ½ acre and smaller lots now contain 6 to 8 bedrooms, requiring 5 to 7 parking spaces according to our code. Village Meeting Minutes – January and February 2015

As noted in our last set of minutes, January saw 2 additional projects (450 Gin and 20 Gin) exempted from the height moratorium by the village trustees. The moratorium restricted for 6 months the granting of building permits where the height of the house is greater than 35 feet above the original grade in the FEMA Flood zone. Village Meeting Minutes – July and August, 2014

Analysis Prepared for Southampton Association: Regulations on House Size and Mass in Southampton Village

Given the concern we have regarding density, McMansions on small lots and over-development, the Association recently commissioned a study of zoning codes on the East End (see below).  In the report, Lisa Liquori (a former Planning Consultant to the Town of East Hampton) clearly lays out how Southampton Village’s zoning code is significantly more generous in each of the 5 main zoning categories than our neighboring towns and Villages.

Village Meeting Minutes – May and June, 2014

At the  May and June trustee meetings, a number of new issues were presented and discussed. In May, an initial design for adding entrance steps at the Southampton Arts Center were presented by Siamak Samii.  The steps would be located to the west of the existing building entrance on Jobs Lane, thereby opening up the lawn to the street on the west side of the Center. The board appeared to support the concept but no decision was made. A plan to establish a valet parking service was briefly outlined

Village Meeting Minutes – March and April, 2014
